SHP Certification Decision Engine v2.1

The Certification Decision Engine defines the deterministic SHP decision semantics that transform governed verification outcomes into certification decisions.

Version 2.1 is Active from 26 September 2026 and supersedes CDE v2.0.

Its production-certification use remains prohibited until the detailed production qualification requirements defined by the specification are satisfied.

Activation of this specification does not itself establish platform support, production implementation qualification, certification-service availability or signing authority.
